Education

School

Devaka Fernando was educated at Dean Row School Cheshire UK, Shore Country Day School Beverly Mass USA and S. Thomas' College, Mt Lavinia Sri Lanka, where he won colours in rugby and athletics (second in 400 metres junior National AAA championships 1973)[1]), representing the school in the Royal-Thomian rivalry in first XV rugby football,[2][3] in addition to being active in classical debating and drama societies.[4] His teachers and sports coaches included Arisen Ahubudu, DS Jayasekera[5] and Rev Duleep De Chickera, while contemporaries and class mates included Arittha R Wikramanayake, Palitha Kohona, Mendaka Samarasinghe. Richard de Zoysa, Chanaka Amaratunga, Uthum Herat and Dr RD Gunaratne (who at Uthum Herat's funeral oration credited a Latin quotation used to his "friend and former classmate Devaka Fernando")[6] who were associates in the classical, drama and debating societies and PL Munasinghe, Michael Jayasekera, Stefan D'Silva and Shane Pinder were teammates in a Rugby team later described as the best Thomian team by sports journalist Sharm de Alwis.[7] The College magazine refers to his 'initiative' displayed as a school prefect.[8]

Undergraduate

Fernando qualified from the Faculty of Medicine, University of Colombo (where his teachers would have included Priyani Soysa, Nandadasa Kodagoda, Ravindra fernando and AH Sheriffdeen) with Bachelor of Medicine, Bachelor of Surgery (Editor Students Union, Captaining the Rugby team in which Professor Janaka de Silva also played,[9] placing second in the Junior National AAA championships in the 400 metre Hurdles event in 1976 and representing CH&FC in the premier A division Rugby Football Team in 1981[10]).

Postgraduate

Fernando obtained a postgraduate Doctor of Medicine degree trained by Dr Surendra Ramachandran, Dr J.B. Peiris Dr US Jayawickrama and Dr WB Wijekoon. He trained at the University of Manchester (Master of Science in Clinical Epidemiology) and Manchester Royal Infirmary in Clinical Endocrinology under Professor Andrew Boulton specialising in Diabetic Foot Disorders.

Educational and professional activity

Sri Lanka

He returned from Manchester to establish the first Diabetes and Endocrinology department in Sri Lanka at the Sri Jayawardanapura General Hospital with Dr HHR Samarasinghe. He then joined the Faculty of Medicine University of Colombo, conducting research and writing on health policy in Diabetes and Endocrinology[11] while collaborating with Rezvi Sheriff in research on kidney disease. He moved as Foundation Professor of Medicine to University of Sri Jayewardenepura Faculty of Health Sciences in establishing a new university and department of medicine[12]. He and colleagues set up the first training programme for endocrinologists in Sri Lanka where he was the founder Chairperson and coordinator for the endocrinology training programme for the Board of Study in Medicine at Postgraduate Institute of Medicine at the University of Colombo with the first recognised training unit in Endocrinology and a renal dialysis unit being established at University of Sri Jayewardenepura Faculty of Health Sciences and its Teaching Hospital[13].

He was Secretary, Treasurer and Vice President of the Sri Lanka Medical Association, Secretary and Treasurer Ceylon College of Physicians, Editor and Vice President Diabetes Association of Sri Lanka, Treasurer Endocrine Society of Sri Lanka, Founder President Osteoporosis Society of Sri Lanka,[14],[15] (later named Osteoporosis Sri Lanka[16]), co-founder and first director Sri Lanka Twin Registry.[17]

United Kingdom

In the UK he has held clinical and research fellowships and senior research fellowships at University of Manchester, Visiting Professorships with the University of Newcastle Upon Tyne and University of Sheffield, Honorary Professor at Sheffield Hallam University,[18][19].


Professional affiliations and honours

Fernando has been awarded many academic honours by The Ceylon College of Physicians (PB Fernando Gold Medal[20] and Cyril Fernando Gold Medal[21]),the Sri Lanka Medical Association (Sir Nicholas Attygalle Gold Medal,[22]), the Kandy Society of Medicine (Seneka Bibile Gold Medal[23] and the Kandy Society of Medicine Gold Medal Oration[24]). The College of General Practitioners of Sri Lanka (Gunasiri Memorial Oration Gold Medal and Cyril Vaz Memorial Gold Medal Oration) Diabetes Association of Sri Lanka (Sir Frank Gunasekera Gold Medal Oration)and the Andra Pradesh Diabetes Federation (M Viswanathan Gold Medal). He has received several Presidential awards for research on alternative remedies for diabetes[25] and molecular biology of the association between periodontitis and type 2 diabetes. He is a Fellow of the Royal College of Physicians London and Edinburgh, the Ceylon College of Physicians,[26] and was awarded Honorary Fellowship of the College of General Practitioners of Sri Lanka for services to primary care .

Fernando has published text books, papers in Peer-reviewed journals and presented development papers on ayurvedic medicine,[28][29][30] osteoporosis,[31] twin registries,[32] genetics of type 2 diabetes, international collaborations in research,[33][34] clinical governance,[35] transfer of skills from tertiary to primary care[36] through using skill mix from different health care workers using distance education techniques[37], and formal courses[38][39] diabetic foot ulcer [40],[41], diabetic neuropathy,[42][43] cardiovascular risk assessment, Medically unexplained physical symptoms,[44], dementia,[45] geriatrics and Gerontology[46] and periodontal disease[47] associated with diabetes . He has been applicant or co applicant in grants received from The Wellcome Trust[48] and World Diabetes Foundation.[49].

Medical journalism

Fernando pioneered the use of social marketing in long term disease management with medical journalist Dr Waruna Gunathilake through a series of successful newspaper articles in broadsheets and magazines, radio and television programmes which they co-hosted, arranged through the Diabetes Forum a media group that they set up.[50][51]

Medical management

International

Fernando served on several national committees on non communicable diseases and together with Dr Reggie Perera (Director General Health Services and later Secretary Ministry of Health) developed a World Bank funded national strategy for Non Communicable Diseases in an association which continued through management consultancy services and advice to development projects in South Asia conducted by the "Institute of Health Policy and , HPRA and PWCL" funded by World Bank,[52] and providing expertise on private public partnerships in Asia[53],[54]. Fernando has taught medical management,served on the Board of Study Medical Administration/ Management, in addition to being a member of the Board of Management of the Postgraduate Institute of Medicine and has been a speaker at management conferences internationally at World of Health IT,[55] and HIMMS Asia Pacific. He was project manager for the World Diabetes Foundation Project in Sri Lanka [56].

United Kingdom

In the National Health Service in the UK he has been Consultant Endocrinologist, Head of the Department of Diabetes and Endocrinology at King's Mill Hospital, Team leader of an integrated Diabetic Foot Service [57], [58],[59], Service Director for Medicine, Associate Medical Director for Clinical Governance at Sherwood Forest Hospitals NHS Foundation Trust and serving on a national trial sttering committee [60].

Information technology

Fernando was a founder member of the Health Informatics group.[61] He introduced one of Sri Lankas first Electronic health records to facilitate care of chronic diseases[62] using clinical decision support systems,[63],[64] and epidemiological surveillance[65],[66]. In the UK he has been involved in developing systems for electronic discharge summaries[67],[68] and e education tools.[69]

Voluntary service

Fernando has provided voluntary medical services in several countries and is chairman of the charity Endocrine and Metabolic Disease Trust based in Dehiwala-Mount Lavinia Ratmalana Sri Lanka, which in addition to improving diabetes care in resource scarce communities,[70][71] sponsors research and clinical training in developing countries.[72] The charity completed a National Media Campaign to create awareness in diabetes,[73] to improve diabetes care in Sri Lanka and facilitate specialist training of doctors in Sri Lanka through the Royal College of Physician[74][75] together with his colleague Professor George Thomson with whom he has a collaboration through the Thyroid Association in community health education[76][77] and disaster relief particularly in the boxing day tsunami in Sri Lanka.[78] He was also involved in setting up the dialysis unit at Colombo South Teaching Hospital.[79]. He has coached various rugby teams in Sri Lanka and the UK both junior and university sections.
