Mansoor Muhammed Ali Qattaa is a citizen of Saudi Arabia currently held in the Guantanamo Bay detention camps, in Cuba after being classified as an enemy combatant by the United States's.^[1] The Department of Defense estimate he was born in 1982, in Ta'if, Saudi Arabia and assigned him the Internment Serial Number 566.

Mansoor Muhammed Ali Qattaa arrived at Guantanamo on June 18, 2002, and has been held there for 9 years, 4 months and 23 days.^[2][3][4]

Combatant Status Review Tribunal

The Department of Defense instituted the Combatant Status Review Tribunals. The Tribunals, were not authorized to determine whether the captives were lawful combatants -- rather they were merely empowered to make a recommendation as to whether the captive had previously been correctly determined to match the Bush administration's definition of an enemy combatant.

Qattaa chose not to participate in his Combatant Status Review Tribunal.^[5]

Habeas corpus petition

Mansoor Muhammed Ali Qattaa has had a writ of habeas corpus filed on his behalf.^[6]

On 26 November 2008 Edward G. Bryan filed a counter-motion on Mansoor Muhammed Ali Qattaa's behalf.^[6] According to his counter-motion Department of Justice officials had informed the court that Ali Qattaa had not been cleared for release. However, he had learned on 24 November 2008, that Ali Qattaa had been cleared for release sometime in 2005. Bryan objected to the further delay DoJ officials had requested, due to the three year delay in his release.

A Summary of Evidence memo was prepared for an annual Administrative Review Board hearing in 2006. Captives who have been cleared for release or transfer no longer have annual reviews of whether they are eligible for release.
