PUD Proposition 1 ― a resolution of the Commissioners of Public Utility District No.1 of Skagit County, Washington ― asks voters to approve or reject PUD authority to “construct or acquire electric facilities for the generation, transmission or distribution of electric power.” The resolution was initiated by local citizens opposed to a potential rate increase by Puget Sound Energy and the impending takeover of that utility by a group of foreign investors based in Australia.
