Primary legislation is
legislationmade by the legislative branchof government. This contrasts with secondary legislation, made by the executive branch, usually within boundaries laid down by the legislature.
In the UK, primary legislation is known as an
Act of Parliament(In Wales, an Assembly Measure), and in the U.S., it is (at federal level) an Act of Congress. In European Unionlaw, the founding treaties are the main primary legislation.
