Joseph Kirkland was a United States Representative from New York. He was born in Newent Society, in the present town of Lisbon (then part of Norwich), Connecticut on January 18, 1770. He graduated from Yale College in 1790. He studied law, was admitted to the bar, and commenced practice in New Hartford, New York. He served as a member of the New York State Assembly for a short time and moved to Utica in 1813. Kirkland served as District Attorney for the fifth district of New York 1813-1816, and again served in the State Assembly in 1818, 1820, 1821, and 1825. He was elected as a Federalist to the Seventeenth Congress (March 4, 1821-March 3, 1823). He resumed the practice of law, served as Mayor of Utica 1832-1836, and died there January 26, 1844. His interment was in Forest Hill Cemetery.
