One vote one value

In Australia, one vote one value is a legislative principle of democracy whereby each electorate has the same population within a specified percentage of variance. In the case of the Commonwealth, the maximum variance for the House of Representatives is 10% above or below the mean.[1] The electoral legislation of The Commonwealth for the House of Representatives and all states follows the principle of one vote one value with some exceptions.

While all states (other than Tasmania) historically had some form of malapportionment, electoral reform in recent decades resulted in an electoral legislation and policy framework based on "one vote one value". However, in the Western Australian and Queensland Legislative Councils, seats covering areas greater than 100,000 square kilometres (38,600 sq mi) may have slightly greater representation than their population would otherwise allow. Also in Western Australia, the Legislative Council seats are divided by community of interest and geography, leading to significant malapportionment in favour of country areas, although the system of proportional representation in place lessens the impact in party terms.
