During his term on council he led an educational effort to make citizens aware of a North Carolina constitutional change on their ballot that he opposed, which would give up their right to be asked if local government chose to use tax increment finance (TIF) bonds. The voters approved the constitutional amendment that was named Amendment One and he now maintains a web site to track the use of these bonds in North Carolina (see [http://www.nctifuse.com NCTIFUSE] ). The TIF issue is being challenged in court and Michael Joyce is a plaintiff in the suit. The North Carolina Institute for Constitutional Law is leading the case. Their website is www.ncicl.org
