Project 985

Project 985 is a constructive project for founding world-class universities in the 21st century conducted by the government of the People's Republic of China.

On May 4 1998, President Jiang Zemin declared that "China must have a number of first-rate universities of international advanced level", so Project 985 was begun. In the initial phase, nine universitiescite journal | author=Li Lixu| title=China’s Higher Education Reform 1998-2003: A Summary| journal=Asia Pacific Education Review| year=2004| volume=V| issue=1| url=http://eri.snu.ac.kr/aper/pdf/Vol%205%20No%201%20July%202004%20PDF/02.Li%20Lixu.pdf| pages=14–22. The second phase, launched in 2004, expanded the programme until it has now reached almost 40 universities. Many participating universities receive tens of millions of yuan each year. cite journal | author=Pallavi Aiyar| title=China hunts abroad for academic talent| journal=Asia Times Online| year=2006| volume=Feb| issue=18| url=http://atimes.com/atimes/china_business/hb18cb05.html] A large part of the funding goes to academic exchange, allowing Chinese academics to participate in conferences abroad, and bringing foreign lecturers to China.cite journal | title=International Rankings and Chinese Higher Education Reform| journal=World Education News and Review| year=2006| volume=XIX| issue=5| url=http://www.wes.org/ewenr/06oct/practical.htm]

Participating comprehensive universities are required to devote at least 15% of project funds to humanities projects. For institutions focused on science and technology, this is lowered to 5%.Cite web|url=http://www.bc.edu/bc_org/avp/soe/cihe/newsletter/News39/text012.htm|title=China’s Universities on the Global Stage: Perspectives of University Leaders|accessdate=2008-04-03|publisher=Center for International Higher Education, Boston College|year=2005|author=Ruth Hayhoe and Julia Pan|work=International Higher Education]
