November 16 ,2006 to defend his title againstHector Velazquez , Bobby Pacquiao was stripped of his title for being three pounds over the weight limit. The fight was derided for careless performances from both Velazquez and Pacquiao. RefereeKenny Bayless warned Pacquiao four times for performing too many low blows before he disqualified him in the eleventh round.
