KPSE-LP is the low-powered MyNetworkTV and TheCoolTV television station for Southern California's Coachella Valley. Licensed to Palm Springs, it broadcasts an analog signal on UHF channel 50 from a transmitter north of I-10/Redlands Freeway on Edom Hill in Cathedral City. The station can also be seen on Time Warner Cable channel 13 hence the My 13 Palm Springs branding. Owned by Journal Communications, KPSE is sister to NBC affiliate KMIR-TV and the two share studios on Park View Drive in Palm Desert. Syndicated programming on this station includes: Friends, Seinfeld, Everybody Loves Raymond, and George Lopez. TheCoolTV can be seen weekday mornings from 6 until 9, Saturday mornings from 5 to noon, and Sunday afternoons from noon until 2:30.

History

The station signed-on January 3, 2000 as the area's first locally-based UPN affiliate. Owned by Mirage Media, it immediately replaced Los Angeles's KCOP on the Coachella Valley's Time Warner Cable system which had been serving as the de-facto affiliate for Palm Springs. As is the case of most other television stations in the market, KPSE only airs a low-powered analog signal with no digital simulcast in order to protect signals from full-powered stations in Los Angeles. On January 24, 2006, The WB and UPN announced the two networks would end broadcasting and merge. The new combined network would be called The CW. The letters would represent the first initial of corporate parents "C"BS (the parent company of UPN) and the "W"arner Bros. unit of Time Warner.

On February 22, News Corporation announced it would start up another new network called MyNetworkTV. This new service, which would be sister to Fox, would be operated by Fox Television Stations and its syndication division Twentieth Television. MyNetworkTV was created in order to give UPN and WB stations, not mentioned as becoming CW affiliates, another option besides becoming Independent. It was also created to compete against The CW. At some point in time, cable-only WB station "KCWB" was picked to be the Palm Springs outlet for The CW. Since it was controlled and managed by ABC affiliate KESQ-TV, that station signed-on a new low-powered analog signal (KCWQ-LP) and digital subchannnel (of KESQ) to offer non-cable subscribers access to the new network.

Eventually, it was made public KPSE would join MyNetworkTV. This happened on September 5 while "KCWB" became part of The CW on September 18, 2006. On September 26, 2007, Journal Communications (owner of KMIR) announced its purchase of KPSE from Mirage Media for $4.7 million with the transaction receiving approval January 28, 2008. This station has an application to perform a digital "flash-cut" to UHF channel 50. Along with other major Coachella Valley stations, KPSE identifies itself on-air using its cable designation rather than its over-the-air analog channel position. This unusual practice (also common in the Fort Myers/Naples, Florida market) stems in part from Palm Springs's exceptionally high cable penetration rate of 80.5% which is one of the highest in the United States.

Newscasts

KMIR produces a nightly prime time newscast on KPSE known as KMIR 6 News at 10 on My 13. This airs for a half-hour and competes with another broadcast seen on Class A Fox affiliate KDFX-CA (produced by KESQ). KMIR does not operate a weather department of its own so sister station ABC affiliate KTNV-TV in Las Vegas, Nevada provides all weather forecasts pre-taped in advance. The segments feature that station's entire weather team and originate from KTNV's facilities on South Valley View Boulevard in Spring Valley, Nevada. There is no sports department either so news anchors provide a quick sports update.
