ICDI affair

ICDI affair

The ICDI affair is a Belgian political scandal involving the "Intercommunale pour la Collecte et la Destruction des Immondices" (ICDI), the refuse collector of Charleroi in the Walloon Region.

The public utility ICDI is said to have misspent community money, involving nepotism and favoritism.

The ICDI has been led by Lucien Cariat since 1977, an Parti Socialiste (PS) alderman in Charleroi. He was apprehended on May 18, 2006, together with the ICDI financial director.

On May 22, 2006, Lucien Cariat was struck from his alderman duties by the Charleroi executive council.

Earlier, in October, 2005, three other Parti Socialiste aldermen in Charleroi had to step down in the Carolorégienne affair, which also caused the resignation of Minister-President of the Walloon Region Jean-Claude Van Cauwenberghe.

A poll by the RTBF in June 2006 showed that the PS is about to lose 20% of its local vote in the city of Charleroi. [http://www.expatica.com/source/site_article.asp?subchannel_id=24&story_id=30618&name=Fraud+scandal+costs+PS+20pc+of+votes]
