newspaper . Having been published for more than half a century, it is the oldest Montenegrin newspaper still in circulation. Until September1997 it was the only daily newspaper in Montenegro. It is also the only daily newspaper that is state-owned.Since 1997, with its monopoly broken, Pobjeda's market share has fallen dramatically. The privately owned "
Vijesti " and, to a lesser lesser extent, "Dan" took away a number of readers.Fact|date=February 2007Today, "Pobjeda" is considered by some to be an inert pro-regime mouthpiece – a public service with no distinct featuresFact|date=June 2007.
In November 2007, Montenegrin government announced it's intention to sell 51% of its stake in "Pobjeda" (thus keeping the remaining 25.7% for itself "in order to be able to influence strategic decision of the new owner" [ [http://www.seebiz.eu/en/corporate/media/waz-can-submit-offer-for-pobjeda-today,9972.html WAZ can submit offer for Pobjeda today, SEEbiz, March 4, 2008] ] ) and opened a tender for qualifying offers to do so. By the tender's closing on March 4, 2008 no offers came in. In early May 2008, the government announced that it will open another tender by the end of May 2008. It also let it be known on the same occasion that in order to make the entity more appealing to potential buyers, it's considering writing-off Pobjeda's €2.2 million debt to the State through personal income taxes and contributions.
