The United Progressive Party is the main governing
political partyin Antigua and Barbuda. It is led by Baldwin Spencerand has the majority of seats in the Antiguan House of Representatives. UPP was formed in 1992through a merger of Antigua Caribbean Liberation Movement, the Progressive Labour Movementand the United National Democratic Party.At the last elections, 24 March 2004, the party won 55.3 % of popular votes and 12 out of 17 seats.
