General Information and Background

The Declaration of Rights was a statement that parliament made William of Orange and his wife Mary accept before they were allowed to take the throne [In how far William was "made" to do anything is debatable, however. In any case, the Declaration of Rights was foreshadowed by William's own Declaration of Reasons, which he published on October 10, 1688. See the text of his Declaration in the External links. See also Onnekink, pp. 53, 61, 66] . It was later written into the English Bill of Rights and made part of the English Constitution.

The Declaration

The main points in the Declaration of Rights included:

  • Only parliament may collect taxes
  • Laws are only made with parliaments approval
  • National defense must be approved by parliament
  • People may petition to the government
  • Parliament may say what it wishes without being persecuted
  • Everyone may bear arms
  • The judicial system must have the following things:
    1. Fast trial system
    2. Trial by peers
    3. Reasonable bail
  • Parliament is to be freely elected
  • Parliament cannot be dissolved without its own approval
