English was elected as a Democrat to the Thirty-seventh and Thirty-eighth Congresses, serving from March 4, 1861 to March 3, 1865; he was not a candidate for renomination in 1864, and was an unsuccessful candidate for election as Governor in 1866. Ferry and served from November 27, 1875, to May 17 1876, when a successor was elected. English was an unsuccessful candidate for election in 1876 to fill the vacancy, and resumed his manufacturing and commercial activities. He died in New Haven and was interred in Evergreen Cemetery.
