In the 16th century, Moscow documents mention Chuguyivske mound as a monument to the city, which existed even before the Mongol devastation of Russia. But in an edict of the Tsar from 1647 states that "Chuguyivske earth and different parts of Moscow for centuries belong to our state."[cite this quote]
