For over 60 years,[1] Compass Rose Benefits Group (CRBG) has provided insurance solutions while catering exclusively to civilian employees and retirees of the U.S. Intelligence, Defense, and Diplomatic Communities.

History

In 1948,[2] an organization known as the Government Employees Health Association (GEHA) allowed a small section of Federal Government employees to obtain low-cost group health insurance plans.

In 1954,[3] GEHA expanded its product offerings to include a term life insurance policy. Since that time, a number of insurance plans have been added or changed. Today, CRBG offers a Group Term Life Insurance Plan, underwritten by New York Life Insurance Company, designed specifically to meet member needs.

In 1960,[4] the newly established Federal Employees Health Benefits (FEHB) Act of 1959 provided all Federal employees, annuitants, and eligible family members with the opportunity to voluntarily enroll in a group health benefits program with the government sharing the cost of participation. GEHA qualified under this Act and quickly entered into the FEHB Program. Due to name similarities with another insurance carrier, GEHA changed its health plan name to the Association Benefit Plan (ABP).

For over 55 years,[5] the Association Benefit Plan was underwritten by Mutual of Omaha. In 2006,[6] the company name was changed to Compass Rose Benefits Group (CRBG) and eligibility was extended to include all employees of the Intelligence Community (IC). In 2007, Coventry Health Care became the health plan underwriter. In 2008,[7] CRBG extended eligibility to include employees and retirees of the Department of Defense (DoD). In 2011,[8] eligibility expanded once again to include employees of the Department of State. Also new this year, in effort to eliminate confusion, the health plan was renamed from the Association Benefit Plan to the Compass Rose Health Plan. The network of providers also changed to UnitedHealthcare (UHC), which is one of the largest networks of providers and facilities in the FEHB market.[9]

Compass Rose Health Plan

The Compass Rose Health Plan is a Federal Employees Health Benefits (FEHB) fee-for-service plan that caters exclusively to civilian employees and retirees of the Intelligence Community (IC), Department of Defense (DoD), and Department of State.

UnitedHealthcare (UHC) is the nationwide Preferred Provider Organization (PPO) network of providers and facilities that powers the Compass Rose Health Plan. The UHC Network consists of over 600,000 doctors and more than 5,000 hospitals.[10]

InforMed is the Third Party Administrator (TPA) for the Compass Rose Health Plan. They process member claims and handle pre-certification and benefit inquiries.

Enrollment in the Compass Rose Health Plan is only available during the designated Open Season dates established by the Office of Personnel Management (OPM).[11] However, if individuals experience a Qualifying Life Event (QLE) such as a marriage, divorce, new job, or deployment, they can elect to enroll in the Compass Rose Health Plan.

Compass Rose Specialty Products

Compass Rose Specialty Products include Group Term Life Insurance underwritten by New York Life, Long Term Disability (LTD), Group Accident Plan (GAP), and Travel Insurance. Compass Rose Specialty Product plans include immediate and full coverage for Acts of War and Terrorism – both domestic and abroad.

Enrollment in any Compass Rose Specialty Product plans is available year round.

Compass Rose Charities

Established in 2010, Compass Rose Charities provides financial assistance to members of the United States Intelligence Community (IC) who serve to protect our nation’s freedoms.[12] Compass Rose Charities (CRC) provides support through three programs:

1.) Charity to Charity Support
2.) Food & Fuel Support
3.) Scholarships
