Dr Graham Gibson Jacobs was born November 8, 1949 in Benalla, Victoria in Victoria, Australia. He has been a Liberal member of the Western Australian Legislative Assembly representing the electorate of Roe after winning the seat in the 2005 election. Educated at Esperance Primary School then Esperance Senior High School, Jacobs attended the University of Western Australia from 1969 to 1975 and was awarded his Bachelor of Medicine and Surgery. He is married to Kathryn and they have five children; Jesse, Daniel, Aubrey, Lucy and Julian.

Jacobs had contested Roe in 1989 but it was not until the sitting Nationals member Ross Ainsworth left in 2005 that Jacobs again contested the seat and beat new Nationals cantidate Jane McMeikan with a massive swing of 27%. Since entering parliament Jacobs has been the shadow spokeperson on Drug Abuse Strategy and a member on the joint standing committee on delegalated legislation since 2005. Jacobs was the opposition whip from 2005 to 2006 and was appointed to the position of shadow minister of the Environment and Climate Change.
