Ján Figeľ was approved by theEuropean Parliament in2004 as the "European Commissioner for Education, Training, Culture andMultilingualism ". This was enlarged since theProdi Commission with the addition of "training and multilingualism" (TheDirectorate-General is still just Education and Culture).However when
Romania joined the European Union on1 January 2007 responsibility for multilingualism was handed over to the newRomania n commissioner,Leonard Orban . In its place the portfolio now also includesyouth ,sport andcivil society . The
ERASMUS programme , which was established in1987 , is a student exchange programme promoting mobility of students between Europeanuniversity s.
