website = [http://www.tpsrovers.com http://www.tpsrovers.com] The 22 Division Toronto Police Service Rover Crew is a joint program between the Toronto Police Service, Humber College and Scouts Canada. It was founded by Kevin Ward and his fellow Police Foundation students at the Humber Lakeshore Campus.
The program gives the students the opportunity to complete their community service hours and First Aid training, required for graduation from their Humber College program. The Crew participates in many community oriented events including security for various Scouting camps such as the annual OBA Challenge, as well as other related scouting gatherings such as moots.

Toronto Police Service
The Crew is sponsored by the Toronto Police Service (TPS) 22 Division, the division responsible for the Lakeshore region of Toronto. Similar to the TPS Auxiliary program, the rover crew, a youth program is active in community events with the TPS such as seat belt clinics, the R.I.D.E program and other initiatives. The service also provides Rovers with tour opportunities in various units to give insight on possible career possibilities. Such tours include Police Headquarters, the Emergency Task Force, and 22 Division.
Humber College
All Rover Crew members are Police Foundations students at Humber College Lakeshore Campus, a two year diploma program for careers involving law enforcement. Most students go on to pursue careers in policing, customs, and private security. The college provides an experienced faculty of professors, many with decades of experience from multiple services and units to bring on the job experience into the classroom.

Rovers (ages 18–26) is final stage in Canadian Scouting after the Venture program (ages 14–17). Rovers, like all of Scouts Canada programs, are open to both males and females, and meet in a group called a crew. Similar to the Rover structure, the TPS Rover crew is self-managed, although rather than a single scouts adviser, the TPS rover Crew has three: a Toronto Police Service representative, currently Staff Sergeant Ronald Khan; a Scouts Canada representative, currently Kevin Birdsall; and a Humber College representative, the chairman of the organization, currently Monica Rosioru
