Walter S. Franklin (died September 20, 1838) was a politician from Pennsylvania who was the seventh Clerk of the United States House of Representatives, serving from 1833 until his untimely death in 1838.
Franklin, from York, Pennsylvania, was named as Clerk for the Twenty-third United States Congress on December 2, 1833, and served for the next two congresses, dying in office. He was the third Pennsylvanian to hold the post.
His son, William B. Franklin, was a general in the Union Army during the American Civil War.
