It consists of the northern part of European Russia. Its population was 13,583,800 (83.5% urban) according to the 2010 Census, living on an area of 1,677,900 square kilometers (647,800 sq mi). The current Envoy to the Northwestern Federal District is Nikolay Vinnichenko.
