Donald Tully Elkins, nicknamed Lieutenant Phineas T. Pinkham (February 27, 1930-November 7, 1984), was an American engineer, professor, ufologist, independent filmmaker, pilot, and metaphysician. He was born and died in Louisville, Kentucky.

He was the youngest Master Sergeant in the history of the U.S. Army during the Korean War, serving in Germany. He held four university degrees, and was a professor of physics and engineering at the University of Louisville and chair of the University of Alaska’s department of mechanical engineering. He also served as a captain in the National Guard until 1965.

He began having meetings related to UFOs and the paranormal in the 1950s, and began studying other paranormal phenomena, particularly channelling.

In partnership with Carla Rueckert, who joined the channelling group in 1962, he co-wrote the novel, "The Crucifixion of Esmerelda Sweetwater" and the film, "The Hidan of Maukbeiangjow" (as Pinkham, a nickname with which most of his acquaintances were familiar), which he produced (with Lee Jones) and served as assistant director. He later appeared in the UFO documentary, "The Force Beyond", but his appearance, compared to what was shot, was brief and taken out of context as if intentionally trying to make him sound like an unscientific swamp gas victim Fact|date=February 2007.

With Rueckert as his assistant, Elkins formed L/L Research in 1970, standing for "Love and Light" (which briefly gave its name to the L & L Company for its one film production). This dealt with metaphysics, and, starting in 1974, Rueckert's channelling (she did not do any channelling with the former group) of Ra, which along with Rueckert and her husband Jim McCarty, he edited into "The Law of One", originally known as "The Ra Material", in five volumes.

He supported his research as a Boeing 727 captain for the remainder of his life.

Elkins developed a mental illness in 1983, and ultimately shot himself in the head. The police ruled his death as a homicide rather than a suicide, because he had no control over his actions.
