municipal entity that is smaller than acity , usually a small town; almost all areas of Pennsylvania are governed either as boroughs, cities, Home Rule Municipalities, ortownship s (areas not incorporated as a borough, city, or Home Rule Municipality). The only exception to this is the town ofBloomsburg, Pennsylvania which is recognized by state government publications as the "only" incorporated town.
