Plot
Tom Armstrong (Sean Patrick Flanery) is a cop in Albuquerque, New Mexico, and his partner is Ryan Alba (Greg Serano). Tom has made it his life's work to locate a hit man known as the Lion. Tom has studied the Lion, and knows him better than anyone else in law enforcement does.
The Lion is no ordinary assassin. He is intelligent and has the ability to transform his appearance into many different people. His disguises allow him access to buildings that serve his purpose.
When the police get a break one night as to his whereabouts, they enter a house, only to be met by an awful scene. Tom’s wife Kelly (Michelle Greathouse) is tied up, with explosives all around, and she's surrounded by a black outline. If Tom crosses into that outline, the bombs will explode. Tom gets a call from the Lion, with instructions.
The Lion, angry at Tom for messing up his network in the Southwest USA, gives Tom a choice -- there is a switch that can stop the bombs from detonating, but it's taped to Kelly's chest, right where a sticker that looks like a red heart has been put on her blouse.
The Lion tells Tom that he can shoot the switch, and therefore kill Kelly, in order to stop the bombs from detonating, or Tom can let the bombs detonate and kill everyone in the room, including Kelly. There is no way out of the house. The Lion tells Tom that either way, saving Kelly's life is out of the question. Tom, devastated by the choice, has Ryan turn off the lights in the room, and there is a gunshot.
Eight years later, Tom, still grieving Kelly's death, is living in Mexico. FBI agent Isabel Ordonez (Carmen Serano) tracks Tom down, and tells Tom that the Lion has returned to Albuquerque, and Tom's help is needed since he's an expert on the Lion.
Tom returns to Albuquerque to assist the FBI's task force, which is headed by Special Agent William "Hops" Hopter (David House). And Ryan is now with the FBI, so he's helping too. It seems that the Lion might be targeting Senator Cordero (Fredrick Lopez), who used to be a DEA agent.
Tom wants to find the Lion, for the safety of the people of Albuquerque, and he wants to bring the Lion down for what happened to Kelly. Terror erupts in the city as people are taken hostage and bombs explode. And what no one knows is that the Lion is a man named David Kaplow (Joe Pantoliano).
The FBI and several other agencies are gathering to stop Kaplow once and for all. They have him in the city, and they don’t intend on letting him get away. But he always manages to stay one step ahead of them. At the climax, Kaplow made his big plan by bombing the FBI headquarters and kidnapping Ordonez in order to make Tom follow him. After Tom could help wounded Hops and his crew from the exploding, he came to Ordonez house and found that Kaplow tied up her with a bomb. Tom and Kaplow had a combat which Kaplow took advantage before he threatened Tom to handcuff himself. Then, Kaplow escaped with smile and a wound from a young police, thinking that Tom and Ordonez were died. However, Tom surprisingly called him and asked him about an armour he gave it to Kaplow which was originally a bomb. Finally, Tom detonated the bomb and Kaplow exploded with inside a car he used for escaping.

Production
The director said that MGM let him make the film right away after seeing the script. The film was shot in Albuquerque, New Mexico, USA. Parts of the film was shot in an abandoned police station, which was made to look more modern. The rest of the film was shot within a ten block radius of that area. The opening scene took around half of a day to shoot, and the entire shoot lasted from August 20, 2007 to September 21, 2007.
